Sheila Dikshit promises slew of development projects ahea of Delhi assembly polls

Setting her eyes on a fourth consecutive stint at the helm in Delhi, Chief Minister Sheila Dikshit on Tuesday promised to undertake a range of ambitious initiatives like construction of double-decker flyovers, setting up of monorail network and possibly tram lines to ease traffic congestion, if Congress retained power.

Giving highlights of the party's manifesto, which will be released in next three-four days, Dikshit said she will press the Centre to set up "single command" structure in Delhi to overcome the problem of multiplicity of authorities.

She said making the city comfortable for citizens and providing roof to the homeless people, besides turning Delhi into a hub of knowledge industries will be some of the key priorities if Congress wins the December 4 polls.

She said sincere efforts will be initiated to decongest the clogged roads by enhancing infrastructure and restricting plying of private vehicles by making the public transport efficient. Another priority of her government, she said, would be to set up at least 20 public toilets for women in each of the 70 constituencies.

"We changed the face of the city. The claim of the opposition that nothing has been done in Delhi during last 15 years is baseless and vague. The Congress' three consecutive victories in assembly polls are reflective of how misleading the allegations are," Dikshit said at a press conference at her residence.

Three of her cabinet colleagues Harun Yusuf, Arvinder Singh and Raj Kumar Chouhan were also present.

Unveiling her plans to make Delhi a better city, Dikshit also charged the BJP with trying to mislead people of the city by terming her government as corrupt.

"I want to ask them where is the corruption. If there is corruption, then give us proof. I can tell with pride that this government has not had a single case of scandal. There has not been any scam," she said.

On allegations of corruption in implementing projects related to Commonwealth Games, she said CAG and Shunglu Committee had made some observations and replies had been sent to them.

"Some people who were found guilty had been sent to jail. They were punished. There was nothing against Delhi Government," she said.

"This is an open challenge to the principal opposition party BJP as nobody has been able to raise a finger against any minister and government during 15 years," Dikshit said.

Talking about her plans to decongest city roads, Dikshit said double-decker flyovers would be constructed and monorail network will be set up. She said study on laying of trams would also be taken up.

"The Congress party would strive hard to set up a Single Common Command to get rid of multiplicity of authorities causing delay in implementation of the programs and schemes," she said.

The CM said holding areas for workers would be constructed.

She said under the revised "Kabil Laadli" programme, an additional amount of Rs 50,000 would be spent on skill development of the girl child after they complete school education.

Yusuf said development that had taken place during the last 15 years was visible and can be felt easily.

He also criticised BJP's Chief Ministerial candidate Harsh Vardhan's remark that female foeticide in the city was on the rise and described the comment as misleading and factually incorrect.

The BJP leader had said yesterday that 60% of girl child in Delhi die before they are born due to foeticide.

"The increase in girl child birth in Delhi is the highest in the country," said Yusuf adding as per Census data, child sex ratio (0-6 yrs) increased from 868 in 2001 to 871 in 2011.

In order to make Delhi a slum-free city, in-situ development and resettlement of slums would be taken up apart from constructing large number of dwelling units, he said.
