The Central Board of Secondary Education (CBSE) on Saturday sent a show-cause notice for de-affiliation to the Ryan International School in Gurugram after the Board's two-member panel submitted its findings in the case.

The panel report held the school responsible for the death of a seven-year-old student who was found outside the school's toilet with his throat slit. The report stated that the death could have been avoided if the school authorities had acted with "care and sincerity".

The school management has been given 15 days to explain why their affiliation should not be cancelled by the Board.

On September 9, a day after the child, a student of the school's Gurugram branch, was found murdered, the CBSE had constituted a two-member panel to investigate the tragic incident. The panel was also directed to ascertain if the school was following the safety norms in accordance with the CBSE's affiliation by-laws.

"The committee has found that the child was murdered in the toilet due to several security and safety lapses in the school premises. The incident could have been averted, had the school authorities discharged their duties and responsibilities with care and sincerity," the report submitted to the CBSE stated.

It also said the school management failed to inform the police and the Education Department regarding the incident, which showed negligence on part of the school administration. "The student's death was reported to the police by the parents," the report read.

Earlier, the deceased child's parents had also alleged that the Ryan authorities did not inform the police, a claim that was being denied by the school authorities.

"Manager of Ryan International School in Bhondsi, Gurugram, has been served with a show-cause notice as to why Provisional Affiliation for Secondary and Senior Secondary level may not be withdrawn for wilful violation of the provisions of the Affiliation by-laws of the Board," the notice sent by CBSE's Deputy Secretary, Affiliation, read. "The reply should reach to the undersigned within 15 days from the date of issue of this notice, failing which it will be assumed that the school authorities have nothing to represent in the matter and ex-parte decision shall be taken as per the rules of the Affiliation by-laws of the Board," it added.

If the school loses its affiliation, students will have to be transferred to other schools or other Ryan branches.
