The construction of a Ram temple at Ayodhya has slipped to the third place in the Rashtriya Swayamsevak Sangh's (RSS) agenda for Uttar Pradesh.

Toeing the Bharatiya Janata Party's (BJP) line, the Sangh plans to have Prime Minister Narendra Modi's development agenda at the top of its campaign strategy. It also plans to highlight the rise in crime rates in the state
during BSP and SP rule. Building a Ram temple in Ayodhya, which has so far been one of the key focus areas of the RSS and the BJP in UP, has been listed at number three.

The decision was taken at a meeting convened by RSS joint general secretary Krishna Gopal in Bhopal. RSS national general secretary Ram Lal and BJP president Amit Shah were part of the meeting.

All 70 organisations associated with the Sangh will be assigned areas of operation in UP. "The Ram mandir issue will only be raked up by the Vishwa Hindu Parishad (VHP). The rest of the organisations will work in their
specific areas of operation," said a senior Sangh functionary.

Drawing its own political map, the RSS plans to divide the total seats into three categories -- seats which are the party's stronghold and where the BJP has won everytime, the dormant seats where it has been in power on and off and seats where the party have never won. The strategies will be
drawn accordingly.

Unlike in Bihar, where the party held massive rallies with several non-state leaders participating, in Uttar Pradesh, only Modi will be holding massive rallies. The rest, including the party president, will not address rallies of more than 1,000- 2,000 people.

"A team of Sangh parivar and the BJP will keep track of the campaign speeches to see to it that no leader makes any derogatory remark on any community or political party or hurt the social and religious sentiments of a particular community. The team will ensure that no leader makes a comment that backfires," added the member.

Both BJP and the Sangh parivar are conducting its own internal survey. The RSS will also keep track of the various media surveys conducted from time to time. "The distribution of tickets will depend on the surveys. It will be a mix of old and new faces, across castes," he said.

The BJP and RSS are likely to meet formally to chalk out the final plan for UP in the first week of October.
