Prashant Bhushan writes to Kerala CM Vijayan urging halt in culling of stray dogs

In his letter to Kerala CM Pinarayi Vijayan, Prashant Bhushan asks the men involved in recent mass killing of dogs to be arrested.

Even as animal lovers not only across India but also globally are protesting against the mass killing of dogs in Kerala including by politicians, Supreme court advocate Prashant Bhushan has written to Chief Minister Pinarayi Vijayan to not only intervene in the matter but also ask the cops to arrest those involved in killing of strays.

"Individuals were killing stray dogs openly on the streets, parading their dead bodies and instigating others to also kill – please intervene, arrest these men, apply for bail cancellation before," mentions Bhushan in the letter sent on Wednesday. He also adds that there is a clear stay on dog culling by the Supreme Court of India.

Bhushan also states in his letter that individuals were openly and barbarically killing stray dogs, which was not just blatant mockery of law and order but pushing the State of Kerala to contempt of court, as Kerala is duty bound to the Supreme Court to ensure that no dogs were killed by its government action. In fact the State is also legally bound to prevent such killings from happening even by private individuals, especially when such killings are planned, committed in open public and are repeat offences.

"On September 27 it was reported by the media that Kerala Congress (Mani) group led by their President Saji Manjakadambil killed 10 stray dogs and then paraded their dead bodies on the streets by tying them to a pole. The incident is registered at Kottayam West police station and I request you to follow up on the same," Bhushan wrote to the CM.

The letter also refers to the posts from social media like that and mentions about businessman Kochouseph Chittilappilly, making a mockery of law and order and instigating and congratulating those killing strays, which is a criminal offence – a clear violation of sec. 108 IPC (abetment by instigation).

Officials from Animal Welfare Board of India (AWBI) claimed that if such type of mass killing of dogs continues it will send an extremely wrong message across the country. "There are people now parading dogs that they have killed and even offering money to others to kill or instigating them and several of them are repeat offenders and know that they will get bail instantly and hence not shying away. Its time for the State to act or else this will start in other states too," said an official adding that while they acknowledged the problem being caused due to stray menace it had to be managed scientifically and not in a macabre manner like this.
