Government moves GST bill in Rajya Sabha; Jaitley accuses Congress of stalling economic progress

Finance Minister Arun Jaitley will move the Constitution (One Hundred and Twenty-second Amendment) Bill, 2014, incorporating recommendations made by a House Select Committee.

Government on Tuesday moved for consideration of Rajya Sabha the Constitution amendment bill for introduction of GST but a debate on it was blocked by a vociferous Congress which raised procedural issues.

Finance Minister Arun Jaitley, who moved the much-delayed bill, slammed the Congress, saying the party was raising various issues just to stall the country's growth.

Amid slogan-shouting by Congress members, he said the Congress was using Lalit Modi issue against External Affairs Minister Sushma Swaraj as a "pretext" to stall the important tax legislation.'''

When Jaitley got up to move the bill for consideration, Congress members, who were silent till then, rushed into the Well, shouting slogans.

Amid stormy scenes and vociferous slogan shouting by Congress members, Deputy Chairman P J Kurien said, "This being a Constitution amendment bill, I cannot take up the bill in pandemonium". He then adjourned the House for the day.

Criticising the Prime Minister, Congress leader Anand Sharma said, "It is the PM's obduracy and arrogance which is responsible for the stalemate in Parliament. He can't rewrite the rule book."

Stating that PM is neither sincere nor serious about the functioning of the house, Sharma said, "Government is trying to mislead people by saying that we are against GST. BJP has opposed every bill that we introduced. BJP held up the Insurance Bill for seven years. Will BJP apologize for unraveling India's growth story by constant blocking and disruptions when they were in opposition?"

Background

Indirect tax reform GST proposes to create an uniform tax rate across the country by subsuming excise, service tax and other local levies. GST can boost India's GDP by 1-2 %.

Opposition Congress has repeatedly disrupted proceedings in the Rajya Sabha, preventing the House from taking up the Bill for passage.

Revenue Secretary Shaktikanta Das said: "We have to wait for what Parliament decides on GST. So far as preparation in administrative side is concerned, we are taking all the administrative measures, we have taken all the administrative measures required to implement GST from April 2016".

Separately, Chairman of Empowered Committee of State Finance Ministers K M Mani said most states are on board and expressed hope for GST roll out from April 1, 2016.

"I am not pessimistic about it, I am optimistic, I think we can implement GST by beginning of next fiscal... Most states are on board for GST roll out," Mani said here.

Asked if states would be in readiness to implement GST from April 2016 if the bill does not get passed in the ongoing session of Parliament, Mani said, "we have to speed up everything, every state need to cooperate to meet the deadline".
