NRC: Provisions to point at foreigners, if included

Prateek Hajela, the coordinator of the National Register of Citizens (NRC) in Assam has said that after the final draft list is published, apart from giving people the opportunity of airing the grievances if their names are not in the list, the government will also allow people to point at names that have been included in the list which should not have been there.

"There will be ample provisions for people to file an appeal, where they can point at omissions and additions. While on one hand, anyone can point at their names being left out of the list, there is also the provision where anyone can object to the inclusion of someone else they do not suspect to be a foreigner. It is only after the final claim has been disposed will the final NRC will be released," Hajela told DNA.

The provision to point out at names which anyone thinks should not have been there is new, and is likely added by the government in anticipation of more trouble. Hajela also said people should not panic as the NRC officials "will hear out every grievance". "And, even when names are left from the NRC, there is the provision to go to a higher judicial appeal," he said.

Asom Gana Parishad leader and former chief minister Prafulla Kumar Mahanta said the provision is not going to help. "It is a welcome step, but how many complaints will come from the Barak Valley. In the Brahmaputra Valley as well, not many such complaints will come," said Mahanta.

The final draft of the NRC, which will be released on July 30, has led to widespread fear in the Barak Valley as well as areas in the southern parts of the state with people being worried that their names will not figure in the list.

Hajela said that unlike the first draft, which was released in intervening night of December 31 and January 1 this year as mandated by the Supreme Court, the final one will be released during the day this time. Over 2,500 centres will facilitate the exercise. The home ministry has asked state governments to be on alert, and 22,000 security personnel have been sent to beef up security.
