The National Human Rights Commission (NHRC) has sent a notice to the Delhi police commissioner over reports that a man, who was arrested from his west Delhi house, was allegedly paraded naked by the police personnel in the area.
The NHRC, in a statement today, said humiliating a person by parading him naked in public and in front of his family members was "absolutely unethical and a violation of his human rights".
The right to dignity of the man was grossly violated, the commission said, while issuing a notice to the Delhi police commissioner and seeking a detailed report from him in the matter within four weeks.
The NHRC observed that if the media reports about the incident were true, it amounted to "inhuman and unprofessional approach" on the part of the Delhi Police.
"Reportedly, the accused had requested the police to allow him to wear clothes, but instead, they told him that he would be paraded in that way only," the NHRC statement said.
The police, however, have denied the allegation.
According to the media reports, published today, a 12-member police team, including women personnel, had gone to a resettlement colony at Inderpuri to arrest the accused, who was bathing at that time, the statement said.
"To avoid arrest, he tried to come down from the upper story of his house with only a towel tied around his waist. In an attempt to escape, he jumped from the building and his towel dropped and when he fell on the ground naked, the police nabbed him," the statement added.
The NHRC also said the family members of the accused had reportedly requested the police that he be allowed to wear his clothes, but they did not listen to it and instead, abused them.
"When he (the accused) allegedly requested to take him to the police station through a lane, instead of a busy road, the police denied it and took him to the police station in full public view," the statement said.
