In his second round of visit to the state, Congress president Rahul Gandhi held three rallies in the Garo Hills, telling voters that Meghalaya brings "music to the very soul of India".

"We respect you. Without Meghalaya, India is not complete. You bring vibrancy, colour, and music to the very soul of India. The Congress is eternally committed to the protection of Meghalaya's ethnic and cultural rights," said the Congress president.

He went on to state that under CM Mukul Sangma, the state has emerged with the highest literacy rate. "Under the Congress government, we have seen the emergence of Meghalaya as the most literate state of India, with the highest rate of female enrollment in primary schools in the entire country," said Gandhi. On the other hand, Gandhi said, the Modi government in the Centre has only given unemployment and fear.

Taking a dig at PM Modi over the bank scam, Gandhi said that the government slept while Nirav Modi ran away with people's money. "PM Modi also sold dreams to the people of India of achhe din, of Rs 15 lakh in everyone's bank accounts, and of 2 crore jobs. None of that has happened yet," said Gandhi.

Gandhi held three rallis in the Garo Hills region — one in Mendipathar in North Garo Hills, another at Garobadha in West Garo Hills, and a final one at Tura, where he will spend the night. He has two more programmes — an election meeting at Howai in West Jaintia Hills and a public meeting at Shillong. This is the most number of times Gandhi has toured any election state in the Northeast. While he spent a day in Tripura last week, there are no announced plans for Nagaland.
