In a serious bid to lure the economically weaker sections from the open category ahead of the Assembly election, the BJP-led government in Maharashtra has taken a crucial decision to set up Academy of Maharashtra Research, Upliftment and Training (AMRUT) for the promotion of education and economic development of youths. AMRUT will be an autonomous body to work on the lines of Chhatrapati Shahu Maharaj Research Training and Human Development Institute (SARTHI) which is a non-profit government company for research, policy advocacy, training for socio-economic and educational development of Maratha, Maratha-Kunbi. Further, AMRUT will also function on the lines of Dr Babasaheb Ambedkar Research and Training Institute (BARTI) which provides an opportunity for SC youths in various sectors.

The state Cabinet headed by the Chief Minister Devendra Fadnavis gave its approval for the establishment of AMRUT. The decision comes at a time when the youths from the open category were up in the arms against the state government's decision to provide 13% quota in jobs and 12% in education to the Maratha community under the Socially and Educationally Backward Class (SEBC) category. A case filed by open category student challenging the Maratha reservation is currently pending in the Supreme Court. Besides, open category students fear that their seats in undergraduate and postgraduate medical and other courses will reduce following reservation to Maratha and other communities. However, Fadnavis and medical education minister Girish Mahajan have said that the government has already approached the Centre to get additional seats. The Cabinet decision comes at a time when the state recently announced a special package for the Dhangar community.

The decision is important as already the Centre has provided 10% reservation to the economically backward from the open category. However, the state thought mere job quota was not enough and the youths from open category should be provided guidance. Further, AMRUT will also help students wants to do M Phil and doctorate.
