In a huge blow to the Arvind Kejriwal government, the Union Ministry on Friday issued gazette notification specifying the role and powers of the Lieutenant Governor, to clarify distribution of power between the posts of Delhi's LG and Chief Minister.

“Subject to his control & further orders, LG of the National capital of Delhi, shall in respect of matters connected with ‘Public Order’, ‘Police’, ‘Land’ & 'Services’ exercise the powers & discharge functions of the Central Govt to the extent delegated to him from time to time by the President,” said the MHA notification.

“Provided that LG may, in his discretion, obtain views of CM of Delhi in regards matter of ‘Services’, wherever he deems it appropriate,” it added.

Meanwhile, Delhi deputy Chief Minister Manish Sisodia termed the notification as an attempt to "save the transfer-posting industry being run in Delhi". 

"The notification makes it clear how afraid the transfer-posting industry in Delhi is of our government," Sisodia said on twitter.

At least two rounds of consultation took place between the Prime Minister and Home Minister on Thursday evening on the issue, the sources said.

Senior bureaucrat Shakuntala Gamlin's appointment as acting Chief Secretary for Delhi last week had triggered a full-blown war between the ruling AAP and Lt Governor Najeeb Jung, with Chief Minister Arvind Kejriwal alleging that the Lt Governor was trying to take over the administration.

Kejriwal had on Thursday sought the intervention of Prime Minister Narendra Modi in the matter even as he accused the Centre of using Jung to run the state.

A day ago, alleging that officers were running "transfer-posting industry" in Delhi, Deputy Chief Minister Manish Sisodia had said AAP government was being opposed for trying to stop it, a day after bureaucrats expressed anguish over the treatment meted out to them.

In a sharp counter-attack, Sisodia alleged that bureaucrats who were running "transfer-posting industry" in the past governments are talking about "motivating" IAS officers after retirement and added that only officials who "misuse" their position are demoralised.
