J&K: 71% turnout in second phase of Panchayat election

People defied militants and separatists for the second time in a week and voted in large numbers in the second phase of Panchayat polls on Tuesday.

Jammu and Kashmir Chief Electoral Officer Shaleen Kabra said 71.1 per cent polling was witnessed across the state. "An overwhelming 80.4 per cent polling was witnessed in Jammu division and 52.2 per cent in the Kashmir division", he said.

Kupwara witnessed 69.7 per cent polling, Bandipora 66.3 per cent, Ganderbal 27.4 per cent, Anantnag 1 per cent, Kargil, 66.5 per cent, Leh 66.3 per cent, Kishtwar 77.8 per cent, Doda 81.7 per cent, Ramban, 72.3 per cent, Udhampur 83.9 per cent, Kathua 78.7 per cent, Rajouri 83.5 per cent and Poonch 81.7 per cent.

Around 4,014 candidates are in the fray for 281 Sarpanch and 1,286 Panch seats in Phase-II. Around 90 Sarpanchs and 1069 Panchs have already been elected unopposed in Phase-II.

Around 601 polling stations were categorised as hypersensitive, including 490 in Kashmir Division and 111 in Jammu Division. There were 3,29,818 voters who were to vote for Sarpanch constituencies and 2,07,796 voters for Panch constituencies.

Tight security arrangements were made to ensure peaceful panchayat polls. More than 400 additional companies of the paramilitary forces have arrived in the state to ensure incident free polls in Jammu and Kashmir.

Panchayat elections, which are being held on non-party basis, will be conducted in nine phases from November 17 to December 11 in all the 22 districts of the terror plagued Jammu and Kashmir.

Both PDP and NC boycotted the Civic and Panchayat polls over the issue of Article 35A. In their absence, People's Conference and BJP made hay in the civic polls. Congress too made some gains but failed to capitalise on the absence of the two major parties.

Around 74.1 per cent turnout was recorded in the first phase of Panchayat Polls held on November 17 , Of which 64.5 per cent polling was recorded in Kashmir division and 79.5 per cent in Jammu division. For the third phase of Panchayat polls, voting will take place on November 24 2018.
