Islamic State has developed an external actions command trained for special forces style operations abroad that could lead to Mumbai style attacks, says a report released by European Law Enforcement Agency (EUROPOL).

The EUROPOL in a recent meeting discussed changes in IS modus operandi in the backdrop of Paris attack.

It noted that both the November Paris attacks and bombing of a Russian airliner in October suggest a shift in ISIS strategy of going global. EUROPOL said lone actor attacks by ISIS inspired or directed individuals still pose a serious threat.

Report noted that in selecting their targets, local ISIS commanders are believed to enjoy tactical freedom to adapt their plans to specific local circumstances, adding to the difficulty for law enforcement to detect such plans and identifying the people involved at an early stage.

"ISIS is preparing more terrorist attacks, including more 'Mumbai style' attacks, to be executed in Member States of the EU and in France in particular. The attacks will be primarily directed at soft targets, because of the impact it generates," EUROPOL report said.

Paris attacks resembled those in Mumbai of 2008 in terms of modus operandi, targets chosen, numbers of attackers and impact.

Report further said that terrorist cells ready to perpetrate a terrorist attack are largely domestic. The analysis which is based on intelligence gathered by EU members suggested that ISIS terrorists radicalised and ready to carry out 'lone wolf' may not be necessarily trained in Syria.

Conscious of the developments, working overtime, the Indian security agencies have recently cracked down heavily on various suspected ISIS modules that allegedly were planning 'lone wolf' attacks. More action is expected in the coming days, highly placed sources said.

Sources said that recent arrests of ISIS recruits is indeed alarming and shows that self-motivated modules are preparing to carry out attacks locally instead of travelling to Syria and Iraq to join the terror outfit.

"Surveillance on suspects in touch with ISIS propagandists and inciters has been increased. The number of arrests of ISIS recruits could increase in the next couple of weeks. There are also inputs that more Indians radicalised in gulf countries could be deported to India soon," sources added.
