Helpline number for liquor tip-offs in Bihar

Bihar will shortly release a statewide helpline number for 'tip-offs' related to liquor law violators to ensure better implementation of prohibition, enforced in the state since April 5, 2016.

Chief Minister Nitish Kumar said a phone number will be launched and advertised among the people in all towns and villages of the state. "Any information about people, who are bootlegging or purchasing liquor or indulging in any related illegal activity, can be given on the number. The calls will be recorded and time bound action will be taken in the matter and a record of it will be maintained," Kumar said.

At present, people can inform about illegal liquor trade to local police station of excise department officials.

Kumar said the new system will be in place within the next couple of months as the IT Department was also working on its necessary infrastructure. "It will function under the IG (Prohibition). Latest techniques will be used for crackdown on liquor mafias," he said.

The CM cited an example of Purnia where families involved in liquor trade were given cows and were now doing milk business. "We will ask the district administration to identify such families (who earned through liquor business) and help them provide alternate employment," Kumar said.

The special cell will use latest gadgets and techniques to keep a tab on suspicious persons or activities. "It will especially try to hit the liquor consignments being smuggled from Haryana, Punjab, Uttarakhand, Uttar Pradesh, West Bengal and Jharkhand apart from those involved in the home-delivery chain," a source said. The Opposition had targeted the Bihar government over "home delivery of liquor" in the dry state.

He said around 250 police personnel of various ranks — DSPs, inspectors, sub-inspectors and constables — will be deputed in the team and their jurisdiction will be across the state. The unit will have a separate control room and will be free to take over cases related to prohibition lodged at other police stations, if it deems it fit for a probe, or monitor its progress, or cases can also be handed over to the team.

The Police Headquarters has also asked the respective district administrations to cooperate with the special team. "The special cell will also monitor the police, prohibition and excise department officials. Its functioning will be similar to that of intelligence agencies," the source said.
