The Union Ministry of Environment, Forest and Climate Change has banned the import of pet coke for trading in National Capital Region (NCR) states and has also imposed a slew of restrictions on use of pet coke in lime kilns in Delhi-NCR. The directions to control use of the major source of air pollution were issued in the wake of a Supreme Court (SC) order from last month that allowed cement companies and lime kilns to use pet coke. SC’s order relaxed the blanket ban it had imposed earlier on the use of pet coke, which is a refinery byproduct.
The environment ministry had argued before the SC for a limited-period relaxation of the ban on pet coke and had also submitted that it would come up with alternate mechanism. The ministry has come out with a notification to issue these directions and it had issued similar directions to the cement industry just days ago.
In the notification, the ministry has stated that lime kilns in NCR states — Uttar Pradesh, Rajasthan, Haryana — that use pet coke as fuel would have to obtain a mandatory consent from respective state pollution control boards (SPCB) and that consent will specify the quantum of fuel they are permitted to use per month and per annum. The producers or refineries and their authorised dealers and users of pet coke in NCR states have also been directed to register with the SPCBs.
Only those industrial units that are granted consent and are registered would be permitted to directly import pet coke consignments. The ministry also directed end users to submit details of pet coke use to SPCBs on a quarterly basis.
