Govt allocates Rs 10K cr for internal security in troubled states

To contain law and order situation in Jammu and Kashmir, Northeastern region and the Naxal-hit areas, the Central government has specifically earmarked Rs10,000 crore for internal security related expenditure for these places.

The Union Minister of State for Home Affairs Hansraj Ahir in Lok Sabha said that the government has undertaken "development interventions" in these affected and this will catalyse in improving the quality of life in these areas and help combat these challenges effectively at the same time.

He said that Central budget outlay of Rs10,132 crore has been earmarked for internal security related expenditure for Jammu and Kashmir, Northeastern states and Left Wing Extremism (LWE) affected States. "Also scheme of Special Central Assistance (SCA) for 35 worst LWE affected districts has been introduced with an outlay of Rs 3,000 crore to address the issue of underdevelopment in these district," Ahir said.

He pointed out that an outlay of Rs 1,215 crore has been earmarked for the Northeastern states for police infrastructure upgradation, training institutes and investigation facilities

"Implementation of this scheme would bolster the Government's ability to address challenges faced in different theatres such as areas affected by LWE, Jammu and Kashmir and North East region effectively," he said.

The minister highlighted that the Centre has on September 27, 2017, approved implementation of umbrella scheme of "Modernisation of Police Forces " for three years' period from 2017-18 to 2019-20 with a total outlay of Rs 25,061 crore which includes central budget outlay of Rs 18,636 crore.

Under this new scheme, special provision has been made to enhance internal security, law and order, women security, availability of modern weapons, mobility of police forces and logistics support .

Further, for upgrading internal security, the Centre has also taken various measures such as augmenting the strength of Central Armed Police Forces, establishment of NSG Hubs, tighter immigration control, effective border management through surveillance and patrolling and up-gradation of intelligence set-ups .

The minister specified that an amount of Rs 90,042 crores has been released to LWE affected states during the last three years and the current year.

Similarly, the Jammu and Kashmir has been provided an amount of Rs 2,458 crores.

So far as North-Eastern States are concerned, an amount of Rs 1125 crores have been released for the same period.
