Government to consign communal violence bill to the dustbin

The BJP-led NDA government has is expected not to press for three bills – communal violence, judicial accountability, and land boundary agreement — in the upcoming budget session of the parliament.

Of the three bills, sources said, the Prevention of Communal Violence (Access to Justice and Reparations) Bill, 2014 will be consigned to the dustbin as the BJP government has made up its mind not to go ahead with a bill that it had attacked vociferously when it in the opposition.

While in opposition in the 14th and 15th Lok Sabha, the BJP, along with other opposition parties, had fought very hard against the 'draconian' provisions of the bill.

The Congress-led UPA government was very keen to get the bill passed in the parliament but failed to do so despite repeated attempts to present it.

Calling it an attack on the federal structure of constitution the opposition parties such as the BJP, Samajwadi Party, CPM, AIADMK, Trinamool Congress and the BJD had refused to bite the bait even after Congress diluted several provisions of its earlier avatar the Communal Violence (Prevention, Control and Rehabilitation of Victims) Bill, 2005 and presented it in a new format in 2013.

The government is also expected to keep the land boundary agreement (LBA) bill on hold as it wants to make consensus on it and bring West Bengal chief minister Mamata Banerjee on board.

According to sources, the BJP government is expected to introduce four bills in the budget session which are – 1) Constitution (amendment) bill to strengthen the council in the 6th schedule areas in Assam, Mizoram, Tripura and Meghalaya; 2) prevention of bribery of foreign public officials and officials of public international organisations bill, 2014; 3) whistle blowers protection (amendment) bill and 4) the readjustment of representation of scheduled castes and scheduled tribes in parliamentary constituencies bill.
