On a day when the government, after convening an all-party meet said it will work alongside the Opposition parties for smooth functioning of the House during the Monsoon Session of the parliament, the Congress said it will lead an effort of over 13 parties to move a no-confidence motion against the Narendra Modi-led government.

Unveiling the joint strategy of the Opposition parties after the all-party meet, leaders of Opposition in the respective Houses, Mallikarjun Kharge and Ghulam Nabi Azad said the decision to move a no-confidence motion was taken in the meeting of Opposition parties held on Monday night.

"All 12 parties present in the meeting have decided to bring a vote of no-confidence motion against the Modi government in the Parliament. Four parties that could not attend the meeting of the Opposition parties will be consulted," said Kharge. Parties present in Monday's meeting included NCP, TMC, BSP, SP, RJD, DMK, CPM, CPI, JD(S), RSP, KC(M) and IUML.

Reading out as many as 11 "common issues" finalised by the Opposition parties, Kharge made it clear that the opposition wants to support the government in the functioning of the house, but it is the government's responsibility to take the opposition in to confidence. The issues Kharge read out include incomplete promises of BJP's manifesto for 2014, BJP leaders' support to those accused of lynchings, rising cases of violence against women, removal of reservation for SC/STs in educational institutions, farmers issues, job losses and government formation in J&K.

Kharge also said the Ahmedabad District Cooperative Bank scam where BJP president Amit Shah is a director will also be raised.

Leader of the opposition in the Rajya Sabha, Ghulam Nabi Azad said, "Ruling party has no will to run the house. The government has no face to face us. They do not have answers to our question that is an atmosphere is being created to blame opposition parties for the disruption of the house.

The TDP has already announced a similar motion separately. Congress leaders said that their motion is not going to be clubbed with the TDP's. Sources in the party said the Congress remains unsure of TDP's intent, and decided to go ahead with a motion of their own.

Dividing themselves into into six groups, have been meeting non-BJP, non-Congress party leaders to hand over a letter written by Andhra CM Chandrababu Naidu to garner support for it. Angered by Modi government's decision to not grant special status to Andhra Pradesh, TDP first moved out of the NDA fold and then moved no-confidence motion in the Budget session. The move could not be taken up due to disruptions.

On Monday, TDP MPs CM Ramesh, TG Venkatesh and Murali Mohan met DMK MP Kanimozhi in Chennai and went to Bengaluru later in the day to meet Karnataka CM HD Kumaraswamy. On Tuesday, the MPs went to meet RJD leader Lalu Prasad Yadav, who promised his support to TDP's motion.
