Bring Bill to rollback 13-point roster system, demands Opposition

The SP, BSP and RJD have been protesting over the 13-point roster system which they alleged diluted reservation and appointments of SCs, STs and OBCs as faculty in colleges and universities.

The Rajya Sabha was adjourned for the fourth consecutive day as protests cut-short proceedings for the day after members from the Samajwadi Party (SP), Bahujan Samaj Party (BSP) and Rashtriya Janata Dal (RJD) tried to corner the government over the 13-point roster system. In the morning session, House Chairman M Venkaiah Naidu adjourned the proceedings for 10 minutes to convene a meeting with Opposition leaders and Parliamentary Affairs Minister Vijay Goel to decide if the House will take up motion of thanks on President's address.

After the proceedings resumed, Naidu allowed members, who had moved a notice, to have a short discussion on the issue of reservation for teaching posts under the 13-point roster system. Ram Gopal Yadav of the SP initiated the discussion and said that candidates from ST communities would not be appointed for even 200 years because one department has been considered as one unit for reservations. Yadav added, "Nothing will change due to a review petition, I demand that you (government) bring a Bill. You brought a Bill on reservation for economically weaker sections in 48 hours...why can't you bring a Bill on this issue? This issue concerns 85% people."

The SP, BSP and RJD have been protesting over the 13-point roster system which they alleged diluted reservation and appointments of SCs, STs and OBCs as faculty in colleges and universities. The three parties have raised the issue in Parliament after the Supreme Court recently upheld a 2017 Allahabad High Court judgment that ordered that each department must be considered as a unit for reservation process, instead of the university.

BSP leader SC Mishra said that HRD Minister Prakash Javadekar should assure the House that no appointments should be done under the new system. He said the HRD Minister had assured the House that no new appointments would be done but it was not fulfilled.

Responding to the issues raised by opposition, Javadekar said, "The government is sensitive to the issue raised in the House. We are of the opinion that one university should be considered as one unit and we are committed to reservation. We will back the old system in our review petition.

However, following Javadekar's statement, members of SP, BSP and RJD protested in the well of the House and the chairman adjourned it till 2 PM. After the House reconvened post-lunch, Bhupendra Yadav began the discussion on motion of thanks, but disruptions resumed. This led to adjournment of proceedings for the day.

The Opposition raised the issue in Parliament after the top court upheld a 2017 Allahabad High Court judgment that ordered that each department must be considered as a unit for reservation process.
