Arvind Kejriwal wants whisleblower Sanjiv Chaturvedi as anti-corruption bureau head

Chaturvedi, a 2002 Haryana cadre officer, is former chief vigilance officer (CVO) of All India Institute of Medical Sciences (AIIMS). Kejriwal is likely to request prime minister Narendra Modi to relieve Chaturvedi from his current post of additional secretary, AIIMS.

Delhi chief minister-designate Arvind Kejriwal is keen on appointing senior Indian Forests Service officer Sanjiv Chaturvedi as its anti-corruption bureau head. Chaturvedi, a 2002 Haryana cadre officer, is former chief vigilance officer (CVO) of All India Institute of Medical Sciences (AIIMS). Kejriwal is likely to request prime minister Narendra Modi to relieve Chaturvedi from his current post of additional secretary, AIIMS.

The ball is now in Modi's court, whose party came under severe fire from the AAP last year for Chaturvedi's unceremonious removal from the post of AIIMS CVO. Only Modi-led Appointments Committee of the Cabinet can relieve him for the new role offered by the Delhi government.

Chaturvedi is known for his no-nonsense attitude and honesty. He is, in fact, more known for his role as a whistleblower as he has unearthed a number of irregularities, including the grabbing of forest land in Saraswati Wildlife Sanctuary. The Supreme Court had praised his role in exposing the state government and had in fact imposed a fine of Rs 1 crore on the state and forest officials involved.

Chaturvedi had upset the previous Congress regime led by Hooda in Haryana. So much so that Hooda slapped five criminal cases against Chaturvedi, including abetment to suicide when one of the 40 forest officials suspended by him in a corruption case committed suicide. Others cases were criminal intimidation, bribery and stealing a small tree. All these cases, however, have now been closed by the judiciary in favour of Chaturvedi.

The Hooda government then filed false charge-sheets against Chaturvedi to ensure that he doesn't get a clearance to join Union ministry of health on deputation. The then prime minsiter Manmohan Singh, however, intervened and directed the state government to relieve him and let him join the Central government.

Chaturvedi was appointed as CVO at AIIMS. Here too, he was unceremoniously removed from the hospital's CVO post because he had conducted several investigations against officials of the hospital for misappropriating taxpayer's money during the two years he was posted there.

The then Union minister of health and family Welfare, Dr Harsha Vardhan, had said that Chaturvedi was "not at all eligible" for the post and that his appointment was "rejected twice".

The AAP had alleged that Chaturvedi was victimised for uncovering the wrongdoings of many of the officers posted in the hospital. Even a group of 200 faculty members, students and researchers of the hospital had written to the PM requesting him to reinstate Chaturvedi as the CVO. On the other hand, JP Nadda, who had written to the personnel and training department opposing Chaturvedi's appointment as both deputy secretary and CVO, is presently the Union health minister.

Chaturvedi, widely respected as an honest office and a whistleblower, has time and again taken on contractors and politicos indulging in illegal activities and corruption in various forest reserves of Haryana. He has been routinely harassed by the Haryana government and transferred 12 times, before the health ministry stepped in to grant him a Central government deputation.
