All facts on AIIMS CVO not submitted to PM Narendra Modi

Soon after AIIMS CVO Sanjiv Chaturvedi was sacked from his post, prime minister Narendra Modi spoke to health minister Dr Harsh Vardhan and sought and got a report on the case. Documents with dna, however, show that several facts relating to Chaturvedi's appointment and removal were concealed from the PM in the report.

Modi had a "telephonic discussion" with Dr Vardhan on the issue soon after Chaturvedi's removal. This is acknowledged in the covering letter health secretary Lov Verma sent to cabinet secretary Ajit Seth, principal secretary to PM, Nripendra Misra, and P K Mishra, who is also principal secretary to PM.

In his "detailed report" to Modi, Verma argued that there was "no independent post of CVO" in AIIMS; that Chaturvedi was given only "additional charge of CVO AIIMS", which in turn was an "internal arrangement."

Verma said "the internal decision of the institute to assign the charge of CVO to Sanjiv Chaturvedi, deputy secretary, AIIMS" was not in accordance with CVC guidelines, and that this "long standing anomaly has been corrected." He said action was taken to avoid CVC objections", and to protect AIIMS's vigilance proceedings & vigilance set-up.

Documents with dna, however, show that Verma concealed several facts in his report.
The fact of approval of AIIMS general body and institute body to the AIIMS standing finance committee's proposal to entrust the charge of CVO to an officer joining the newly created post of deputy secretary rank was concealed. In para 3 of report to PM, it was said that GB/IB approval was still not there but on page 67 of a department of health & family welfare file on chaturvedi(V-16020/36/2009-ME-I),it is clearly mentioned that there were GB/IB approvals.

The report also does not mention the commitment given to the parliamentary committee on health & family welfare on June 8, 2012 by then health secretary PK Pradhan entrusting the charge of CVO to newly appointed deputy secretary Sanjiv Chaturvedi. This commitment finds mention on page 67 of the Chaturvedi file.

In the entire report there is no reference to JP Nadda who was repeatedly seeking the removal of Chaturvedi from the AIIMS CVO post. The very proposal to remove Chaturvedi began with a Nadda letter on which 20 signatures were added within 24 hours.

The covering letter to the PMO says the charge of CVO was "additional" while the AIIMS order dated July 7, 2012 clearly says charge of CVO was the primary work assigned to Chaturvedi along with minor additional responsibilities relating to estate, pension and grievances sections.

The report to the PM has concealed the role then health minister Ghulam Nabi Azad played in hounding Chaturvedi, and of the breach of privilege notice sent to Azad. It also concealed the fact that then health secretary PK Pradhan had in November 2012 put on file that queries from CVC would either be replied or rejected, but that under pressure, he then agreed to send a panel of names.

Concealed also was the CVC letter dated October 4, 2012 to then AIIMS deputy director (Admin) Vineet Chaudhary in which was he told to keep Chautrvedi out of all tender/procurement works so that he could give full attention to his assignments as CVO, AIIMS.
