391 people died in 2014-15 due to human-elephant conflict: Minister

Javadekar said eight elephants were killed in 2014015 and 391 humans were killed by elephants.

Nearly 400 people have died during 2014-15 due to human-elephant conflict in various parts of the country, Lok Sabha was informed on Tuesday. 

Environment Minister Prakash Javadekar, in response to a separate question, said while in 2014-15, eight elephants were killed by poachers, in 2016 till March 9, four tigers were poached. Javadekar, in a written reply, said 391 people were killed by elephants, with 89 dying in West Bengal and 64 in Odisha in 2014-15.

He said in 2014-15, a sum of Rs 531.40 lakh was paid as compensation for loss of lives, while Rs 3,452.69 lakh was paid in the same period as compensation for loss of crop and properties due to damage caused by elephants.

"Yes, reports of damage to properties and crops as well as loss of human lives by elephants and other wild animals are received from various parts of the country from time to time. The compensation to victims of wildlife depredation in case of loss of crops and properties is as per official assessment of the damaged caused.

"An ex gratia amount of Rs 2 lakh is paid by the central government in case of human deaths. There is no proposal at present to revise the rate of compensation being paid to victims of wildlife depredation," he said.

Replying to another question, he said that in order to expedite the process of notification of Eco-Sensitive Zones (ESZ), his ministry has written letters to state governments, held meetings at various levels and, after active persuasion, the number of ESZ proposals from states have increased.

"The ministry till March 11, this year has received 268 proposals complete in all aspects of declaration of ESZ around wildlife sanctuaries and national parks from various state governments. "So far the ministry has approved and notified 258 proposals for declaration of ESZ around wildlife sanctuaries and national parks, out of these 192 have been notified in the Gazette of India, of which 161 are draft notifications and 31 final notifications," he said.

The ministry has taken up notification of ESZ around protected areas as a matter of "priority" so that developmental projects around protected areas are taken up while ensuring conservation of biodiversity and wildlife protection, he said.
