Swaraj Abhiyan releases vision document for civic poll debut

Gearing up for the upcoming municipal corporation elections in the city, Prashant Bhushan-led Swaraj Abhiyan on Sunday released a vision document, on the basis of which separate manifestoes for the three civic bodies would be drafted.

The party, which is making its debut in the MCD polls, will focus on issues including pollution, corruption, and garbage, according to the vision document.

"We have formed a new policy and many other parties are following it. A reasonable number of tickets for general seats would be given to women, scheduled castes and youth," Swaraj Abhiyan leader Yogendra Yadav said.

Calling the MCD "Maha Corruption Department", Yadav said transparency should be brought into the system by introducing a Citizen's Charter, which would outline the time for delivery of key services.

He also said tenders should be brought in to the public domain and the bidding process, tender award details, completion date, and so on, should be publicised.

"Often, MCD is referred to as the corruption hub. So, various reforms should be introduced. Also, an anonymous feedback system and whistle-blowing process should be created to bring in constructive reforms," he said.

Highlighting the cash crunch ailing the civic bodies, Yadav said the municipal revenue should be increased through corruption-less tax collection, re-categorisation of colonies by a new Valuation Committee, fuller utilisation of existing advertisement, and by highlighting the corruption in parking. Yadav also proposed segregation of waste material to make the city garbage-free.

"Often, we see piles of garbage in various parts of the city. This garbage should be segregated into biodegradable, non-biodegradable, and domestic hazard categories. This would also lead to reduction in pollution caused by burning of waste at landfill sites," Yadav said.

In a bid to make the Capital free of the epidemic of dengue, the political party pitched for implementation of integrated and coordinated storm water management plan.

Yadav also blamed the ongoing tussle between the Aam Aadmi Party (AAP) and the civic bodies as a reason behind the terrible condition of the city.
