The Delhi government's Women and Child Development department has approached self-help groups and voluntary organisations for Centre's ambitious project of installing water vending machines at railway stations in the Capital. There are 24 railway stations across the city with New Delhi, Nizamuddin and old Delhi railway stations being the major ones.

The department approached voluntary organisations after central government asked Delhi administration to rope in such organisations for the project.

On January 6, 2017, the department issued a circular which stated, "The Ministry of Women and Child Development in collaboration with Indian Railway Catering and Tourism Corporation (IRCTC) is considering to launch a project where the self-help groups through NGOs could be funded for installation of water vending machines (costing approximately Rs 3 lakh to Rs 6 lakh) depending upon the category of Indian railway stations so that the passengers can be provided with safe portable water at affordable prices."

The central government had also written to other states in December last year including the national capital.

The Center has stated that the IRCTC has identified around 5,000 railway stations across the country for allocating them to the women self-help groups through NGOs. "The Ministry through Rashtriya Mahila Kosh, an autonomous organisation under it, has decided to part fund the cost of the project by providing a loan to willing NGOs and Self Help Groups to serve the purpose," the circular read.

Following which the Delhi government has invited all the eligible self-help groups through NGOs who are diligent for purchasing and installing the water vending machines to contribute in the project.
