Police can use flasher lights only in emergency

Detachable flasher lights can be placed on front top of the vehicle, if the officers concerned are on law-and-order patrol

After the use of red beacons on cars was banned across the country in a bid to end the VIP culture, the Delhi Police have now issued yet another order, stating that their senior officers can use detachable multi-coloured flasher lights, but only when they are on law-and-order or emergency duty.

Sources in the Delhi police, however, said that most of the senior officers, even Deputy Commissioners of Police, don't have detachable multi-coloured flasher lights on their vehicles. Joint Commissioner of Police Garima Bhatnagar, posted with the Traffic Department, had recently issued the order in this regard.

The order dated May 6, 2017, accessed by DNA, has been undersigned by Bhatnagar. Giving the permission to use flasher lights, she cited Rule 8 of the Central Motor Vehicles Rules Act-1989, issued by the Ministry of Road Transport and Highways, which stated that multi-coloured top lights can be used only by emergency vehicles of Delhi Police.

Surprisingly, Delhi Police Commissioner Amulya Patnaik has not used a beacon ever since he took charge.

As per the order: "Only police patrolling vehicles and emergency response vehicles will continue using the top multi-coloured flasher lights. A class of vehicles, including jail vans, police vehicle for carrying Commissioner, reserve force, cranes on police duty, interceptor vehicles of the police, disaster management vehicles, vajra, water-cannon vehicles, crime teams, bomb disposal team, and motorcycles provided to district or traffic police on patrolling duty, can use the top flasher lights."

The order further stated that officers can use a smaller size of the multi-coloured detachable flasher light, but only when they are on law-and-order duty.

The detachable light can be placed on front top of the vehicle, if the officers concerned are on law-and-order duty, disaster situations, or when on emergency duty. The order also mentions that the multi- coloured light shall not be put to use when the vehicle is not on a designated duty. All officers have been asked to remove the blue beacon with immediate effect.

"As per the government rule, all officers have removed it, apart from the emergency vehicles. The Commissioner does not have a beacon on his vehicle," a senior police officer said.
