NDMC wants CBI probe into parking issue

The New Delhi Municipal Council (NDMC) on Monday recommended a Central Bureau of Investigation (CBI) inquiry against the Delhi Integrated Multi-Modal Transit System (DIMTS), the agency that has been managing its surface parking lots, for exercising its control over the parking sites without the NDMC approval. The civic body had cancelled DIMTS' contract.

"We have recommended a CBI probe into the agency's functioning, as they are occupying our surface parking sites without approval," a senior NDMC official said. The officials said the civic body wrote to DIMTS in this regard several times but their pleas were ignored.

Earlier this month, the NDMC sent another missive to the DIMTS — a joint venture company between the Delhi government and not-for-profit IDFC Foundation — directing it to immediately hand over all the surface parking lots. Similar letters were sent to the agency on December 16, 23 and 29 last year.

In one of these letters, NDMC Secretary Chanchal Yadav wrote to Rakesh Mahajan, Vice-President (Operations) at DIMTS: "I expect that DIMTS, as a responsible organisation, will extend all assistance to NDMC for the smooth transfer of parking lots and assets or infrastructure."

"It is accordingly again requested that the vacant possession of NDMC's parking lots may kindly be handed over to NDMC immediately without further delay. It is also requested to ensure that all the assets — tangible and intangible — which have been established using the money received by running the NDMC parking lots, not be disturbed, tampered or removed and should be handed over to NDMC along with the vacant possession of parking lots," the letter further stated.

In 2014, in an attempt to make the parking system more safe and structured, the NDMC had handed over all the parking lots in its area to DIMTS. The latter had then conducted a field study of 103 sites for taking over the development and management of parking lots, currently under the NDMC. DIMTS took over 99 existing lots. Finding irregularities, in September last year, the NDMC decided to annul the contract with DIMTS and gave them a 15-day notice.
