In an effort to give a push to the NDA government's Digital India campaign, the Haryana government decided to provide digital transaction facilities at the annual fair held for farmers.

The fair, titled 'Public Grievances Redressal Mela 2017', was held at Tau Devi Lal Stadium in Sohna area of Gurugram. It provided various facilities to the citizens. Along with the facilities of making domicile certificates, driving license, birth certificates, Aadhaar cards and free medical check-up, the products of cooperatives were also sold to the people.

It was a hit, but the lack of modes for digital transaction on the first day proved to be a disappointment. 22-year-old Jaswant Kumar was one of the disappointed ones. He had to pay Rs 400 in cash to officials for making his driving license, though it was supposed to be a cashless transaction.

"I was expecting a cashless payment but the facility was not available here," he said.

Jaswant was not alone. Ravinder Kumar who was selling ration in a stall of HAFED (Haryana State Cooperative Supply and Marketing Federation), was waiting for his PoS (Point of Sale) machine. "We were told to accept digital payments, but we cannot do it because we don't have any POS machine yet. For the time being, we are only accepting cash," said Ravinder.

When asked about the unavailability of the digital methods at the fair, the MLA of Sohna Tejpal Singh Tanvar said, "As it is the first time, there are a few lacunae in the digital functioning. We will try our best to make it efficient the next time."

Under the directive of state government, every sub-division of 22 districts of Haryana have to organise the Vasant Mela from 1 February to February 20. The next fair is scheduled to be held at Pataudi area on 7th February.

Asked about the lack of digital machines, Satish Yadav, SDM (Sub Divisional Magistrate) of Sohna, Gurugram said, "The stalls were provided with the POS machines on the second half of the day as there was huge rush, especially on the cooperative store of HAFED."
