A Delhi Assembly panel asked the AAP government on Monday to take action against officials responsible for clogged drains — a perennial problem that leads to massive waterlogging and disrupts traffic during rains.

The Committee on Petitions, which considers petitions presented to the House or the Speaker, on Friday had recommended an inquiry against the Public Works Department (PWD) and its top officials after it found that they had lied about the amount of work completed for cleaning drains ahead of the monsoon.

AAP MLA Saurabh Bhardwaj is the chairperson of the 9-member panel. Presenting the committee's report to the House, Bhardwaj said the status reports of the PWD and the municipal corporations on the amount of de-silting done was "false."

"The officials in charge of de-silting drains and prevention of water-logging in Delhi have miserably failed in discharging their duties," said Delhi Speaker Ram Niwas Goel. In Delhi Assembly, there are some 20-odd panels on various issues. They all report to the Speaker.

The Committee on Petitions had on June 1 started an inquiry into the claims of the civic agencies and the PWD after receiving a petition by Pandav Nagar resident Neeraj Kumar, who said the agencies had failed in their duties to clean drains and prevent water-logging.

After five meetings and six field visits by PWD and municipal officials, the committee found drains that had been declared clean in reports were full of garbage at many places.

It has also directed that an action taken report on the implementation of its recommendations should be tabled in the House within a month.

As per the committee's report, the status report presented by PWD Principal Secretary Ashwani Kumar, who told the committee that 60 per cent of the de-silting work had been completed as on June 5, "turned out to be bogus fabrication, full of untruths".

Both the PWD and the civic bodies gave similar reports to the Delhi High Court, which is hearing a writ petition on the issue.
