Karnataka govt submits layout details to high court

The state government on Wednesday filed objections in the high court in the case concerning irregularities in the Nada Prabhu Kempe Gowda Layout scheme.

A batch of petitions by land owners, mainly farmers, contended that the government was supposed to leave those lands that housed nurseries, places of worship, and other such sites untouched.

Hundreds of acres of land were acquired in Kengeri and Yeshwantpur hoblis for the formation of the layout. This acquisition was earlier challenged in the high court by land owners.

Hearing the case on January 12, the high court had rapped the Bangalore Development Authority (BDA) and the state government for the manner in which huge tracts of land were acquired. The court had directed the government to submit details of the proposed layout.

In the objections filed on Wednesday, the state government  contended that the Bangalore Development Authority had issued preliminary notification for acquisition of land on May 21, 2008. That notification sought to acquire 4,814 acres. A final notification on February 18, 2010 altered the number of acres to be acquired, to only 4,043.27.

The state government has said that the layout would be formed in land acquired at Kommanghatta, Krishnagiri, Bhimanakuppe and other villages at Kengeri, and Singehally and Yeshwantpur, Bangalore. Objections to land acquisition were received for land measuring measuring 1,717 acres, and one gunta.

Lands that have been left out of the acquisition process include a green belt of 15 acres and a high-tech zone of six acres and 28 guntas. There were also forest lands that were excluded.

 On November 14, 2008, BDA, the Bruhat Bangalore Mahanagara Palike, and heads of the Karnataka State Road Transport Corporation and the Bangalore Water Supply and Sewerage Board, and other heads of departments, held a meeting. On January 12, 2010, a decision was taken to go ahead with the layout.
