The state budget 2013-14 promises to make at least five cities in the state - Bangalore, Mysore, Mangalore, Belgaum and Hubli-Dharwad, “safe” cities by providing adequate police infrastructure over the next five years at an estimated cost of Rs150 crore.

Belgaum, the only city among them lacking a commissionerate would soon have a commissioner, chief minister Siddaramaiah said on Friday while presenting the budget for 2013-14. The budget has allocated the home department a whopping Rs3,941 crore.  According to the budget proposals, the civil and armed police strength will be augmented by recruiting 8,500 police constables and the City Armed Reserve (CAR) force will also be strengthened. Highway patrolling would be strengthened with an allocation of Rs4 crore for purchase of suitable vehicles for patrolling in all districts.

The budget proposes to provide special security to important dams and hydro-electric projects of the state by deploying the specially trained Karnataka state industrial security force (KSISF) men. The building construction work for the 32 police stations will be started soon at the cost of Rs51 crore.

To counter the activities of Maoist activities, a Rs9 crore grant will be provided for setting up an Anti-Naxal Force camp at Karkala. India Reserve Battalions will be established at Davanagere and Tumkur cities.

A separate health system will be provided for the staff and their family members in collaboration with the health department. It is proposed to upgrade the Mysore police public school on the lines of Sainik Schools or other model public schools and the budget proposes to open such schools at range headquarters at Davangere, Belgaum, Gulbarga and Mangalore. The Muttanna Memorial School under construction at Dharwad will soon be completed. These will be run by school management committees in collaboration with the education department.
The Karnataka State Police Housing Corporation has proposed to construct 10,000 police quarters with loan assistance.
