Online land premium payment in entire state: Gujarat government

After introducing a slew of changes, including online Non-Agricultural (NA) certification system, the state government is set to expand the online land premium payment system to the entire state in a month.

The premium payment is for conversion of land from new tenure to old tenure. The online premium payment system is going on as a pilot project in five districts, viz. Surat, Gandhinagar, Rajkot, Bharuch and Vadodara.

"The online premium payment system will be expanded to all districts in the state by end of the month. This will help in speeding up the approval process," said Pankaj Kumar, additional chief secretary of the revenue department.

Kumar was speaking at an open forum on 'Online NA Permission & Land Reforms and Revenue Laws' organised by real estate developers' body GIHED CREDAI.

Hareet Shukla, commissioner of land reforms, revenue department, said that in the next step, a single application for NA certification as well as premium payment would be launched.

During the session, the revenue officials stressed that the government would continue to make greater use of technology, and also bring in more reforms to simplify revenue laws going ahead.

Earlier during the forum, GIHED CREDAI president Ashish Patel represented before revenue minister Kaushik Patel to reduce the stamp duty on affordable housing segment to 1%, to transfer approval authority to a collector in cases where premium payment is less than Rs5 crore, among others.

CREDAI president Jaxay Shah said that India could be in the Top 50 in the Ease of Doing Business rankings if reforms were implemented in areas related to real estate sector.

The online NA system was implemented on a pilot basis in Ahmedabad and Gandhinagar on August 23 and was expanded to the entire state from November 12. Earlier, NA applications took 3-6 months, but Shukla said that 50% of the applications were being disposed of within 10 days now.
