Not bird's eye, CM Vijay Rupani to use his 'third eye' to monitor every bureaux under him

This means Rupani can review the process and works through this interface from practically every office located in any nook and corner of the state

Chief Minister Vijay Rupani on Wednesday invited media persons to his house to brief them about the hawk-eye system in his office that keeps a tab on every bureaux in his government. The interface — e-dashboard enables the CM to connect any and every office located in any part of the state, not only from any department but even his house in Gandhinagar.

This means Rupani can review the process and works through this interface from practically every office located in any nook and corner of the state. He had asked his office to develop the system in order to maintain transparency and efficiency in government offices.

The CM has also fixed over 1,700 indicators that different office and staff working in his department will have to achieve through their works. This allows him to select and review any office of any department at any given time.

Talking to media persons, Rupani said, "I have resolved that I would give at least half an hour every day after monitoring through this system, besides other traditional ways. Surprise check will make the system more efficient and sincere for work and the corruption free work culture will be the by-product of the same. If any officer or employee is not working as per the benchmark or indicator set in this system, the reflection will be seen on their annual credit records."

With a demonstration, the CM demonstrated that he could monitor any state transport bus and check when the service begins, which stops it halts at and so on. He also could see since how long the piles of files, if any, have been lying on the table of any official in the revenue department. He also demonstrated that he could monitor the stock and sale of grains in fair price shops, emergencies handled by government hospitals and many more.

"We have synchronised every department and section so each and every thing related to government office is accessible to me right from the office of village panchayat to the office of chief secretary of the state. I can monitor the conference or meetings of different departments too, that hardly any officer would be aware of," Rupani added.

The CM said the government officials were made informed of this system and were sensitised towards efficient and quick responsive working system. "When I took over as CM, I could see that there were over three lakh files pending. This has been reduced to two lakh over a period of time, but I wish that in next six to eight months, we will be able to clear all the pending files."
