New IIM Bill limits Gujarat govt’s role in decision-making process

The United Progressive Alliance (UPA) government’s proposed Indian Institute of Management (IIM) Bill 2012 may herald in a new chapter of power struggle between the central and the state governments. The proposed draft of the IIM Bill 2012

is believed to be curbing role and representation of the state governments in the IIMs’ decision-making body, taking the management schools under the supreme hold of the central government.

To put in the context of IIM, Ahmedabad, the BJP government in Gujarat has nominated two members as part of its Board of Governors (BoG) — a decision-making body at this autonomous centre of excellence. Now, if the bill is implemented, the little say the government has in the affairs of the institute, too will be stifled as the bill doesn’t mention inclusion of any representation from the state government in any manner, a senior faculty at IIMA said.

Within the institute, it is seen as disregard of the power given to the state government, which allocated 100 acres of land for establishment of the IIMA in the city, five decades ago. “IIMA was built with the contribution of money given by industrialists from Ahmedabad like Kasturbhai Lalbhai, with land provided by the state government and only the operational cost was given by the central government.

Curbing state government’s role in the institute is unjust. Why come up with such autocratic way of running India’s premier institute?” asked one of the members of the faculty at IIMA, not wishing to be named.

The issue was also discussed at a meeting between chairman of the IIMA BoG and L&T chief AM Naik and other teachers at the institute on Wednesday. For starters, IIM Bill 2012 proposes to bring all 13 IIMs under one umbrella body, which will be headed by the Ministry of Human Resource Development (MHRD).

It also curbed the role of IIM council as introduction of 50 senate in the decision making body is expected. The right of selecting these members would remain with director and chairman, faculty members said.
