Congress alleges kisan bima scam in Gujarat

Former Congress state unit President Arjun Modhvadia has alleged that the Pradhan Mantri Fasal Bima Yojna (PMFBY) was implemented in Gujarat in such a way that only insurance companies collected whopping benefits from it. He also alleged that the ruling party was working hand in glove with these insurance firms.

Addressing a press conference on Sunday, Modhvadia alleged that through this scheme the insurance firms have made profits up to Rs 16,000 crore, whereas farmers were paid only Rs 6,000 crore in crop insurance. 

In total, the companies collected premium of Rs 22,000 crore from farmers.

Calling it a scam by the ruling party, he added that no rules and guidelines are followed by the state government while implementing the said crop scheme in 2016. According information given by him, the old crop scheme was continued last year instead of the PMFBY, and no notification or circular was issued by the state.

“No survey was conducted when the crop was standing — it should be between August 15 and October 15 of 77, 844 account holder farmers; only in October, survey of 55, 844 was conducted on paper,” he said, adding: “Interestingly, in Dev Bhumai Dwarka district where they should deploy 106 surveyors, they deployed only 16, because of which instead of covering 1,416 farmers’ crop they could survey only 268. This itself tells how agriculture and farmer-friendly this government is.”

The former state Congress President further said, “For harvest survey, KDM Enterprise was selected for Mehsana district and was paid Rs 14.56 crore against the estimated cost of Rs 8 crore. 

The whole exercise was concluded in eight days. The work contract was awarded on November 18, 2016, when the harvesting was over. Though survey was conducted only on paper, the full amount was paid.”

He demanded an independent inquiry into the alleged scam and also asked for action against all those involved in it.
