58% shortfall in Gujarat ACB's annual case target: CAG report

Report states functioning of bureau affected by inadequate equipment and staff shortage.

State’s Anti-Corruption Bureau (ACB) recorded 210 cases in 2011 by way of traps, decoys and disproportionate assets (DA) cases.

However, in doing so, it still fell short of achieving its annual target by 294 cases, states an audit report by the Comptroller and Auditor General (CAG) of India.

It also stated that the functioning to the organisation was affected by lack of adequate and latest equipment coupled with heavy shortage of staff. According to the report, the ACB fell short of its target of 504 cases for 2011 by 58% which grew from a 32% shortfall in 2007. The report states that as directed by the state home department in 2003, the bureau is to increase its annual target of cases by 20% each calendar year.

The director of the bureau had stated in April 2012 that one reason for the non achievement of the target was frequent diversion of ACB staff. He further stated that the issue of shortage of manpower had been taken up with the state government on four occasions during 2012.

The report further states that out of total sanctioned strength of 340 personnel in ACB there were only 235 men in position leaving a shortage of 31%, as of December 2011. This staff position had since been augmented but the fact remained there was no significant improvement in the same.

Another aspect affecting the operational preparedness of the bureau is the requirement for each ACB police station to have spy cameras, voice recorders and other logistical instruments.

Records revealed that there were only two spy cameras and five voice recorders with the ACB, and those were obsolete models.

In 2012, the ACB had submitted a proposal to the state government for purchase of equipment worth Rs38.61 lakh but was directed by the state to make a fresh proposal in the ensuing year. Hence, the ACB had purchased equipment worth Rs60,000.

Despite this, ACB registered 1,236 complaint of trap and 171 complaints of decoy from 2007 to 2011. Against this, 906 cases of trap and 36 cases of decoy were carried out with success rates of 73% and 21% respectively, the report stated.
