The South says the talks will test the North's sincerity about dealing with the attacks, and could pave the way for a high-level meeting possibly at the ministerial level.

South Korea on Wednesday proposed that preliminary military talks with the North take place on Feb 11, as the two rivals seek to resolve tensions stemming from two deadly attacks against South Korea last year.
The talks will take place at the truce village of Panmunjom at the border, a unification ministry official said.
The South says the talks will test the North's sincerity about dealing with the attacks, and could pave the way for a high-level meeting possibly at the ministerial level.
Pyongyang accepted the South's terms for the talks by agreeing to discuss the sinking of a South Korean ship in March, for which it denies involvement, and the shelling of a South Korean island in November.
