After IAS officers of the state, IPS and IFS (Indian Forest Service) officers will have to file their annual health check-up reports from this year as per the instructions of the Union government. Annual health check-up was made compulsory for IAS officers from last year.

Highly-placed sources in the state government said, “The IAS, IPS and IFS officers of the state have been told to file their annual health check-up reports with their Annual Performance Appraisal Reports (PARs). The last date for submission of the reports by top babus is April 30.”

Sources said that the officers of the three cadres will have to undergo check-up at any one of the following seven hospitals - Gujarat Cancer & Research Institute; Civil Hospital, Ahmedabad; SSG Hospital,Vadodara; Guru Govindsing Hospital, Jamnagar; Medical College, Rajkot; Medical College, Bhavnagar and Medical College, Surat. The babus will have to furnish medical information like general physical examination, systematic examination, hearing & vision capability, haemogram, blood sugar, cholesterol, liver and kidney function, cardiac profile etc.

“Most of the babus are yet to file their PARs, which is a very tedious job. For the last two years, the Union government has introduced very lengthy PAR format, replacing the old, simple self-appraisal and annual confidential reports. Junior babus are worried about their performance appraisal report by their bosses and about what to write in self-appraisal form which asks details like exceptional contribution, extraordinary challenges handled during the year, annul work plan, factors hindering their performance etc. The appraisal by senior authorities also depends on the self-appraisal report of babus, making junior babus worried. Senior babus, on the other hand, are nonchalant as the chances of their promotion are very little,’’ said the sources.

“This year, two PARs will be prepared for IAS officers -  by Manjula Subramaniam, who superannuated as chief secretary, and the second by D Rajagopalan,” said a senior IAS officer.
