Lashing out at the ruling CPI(M)-led LDF in Kerala, AICC general secretary Rahul Gandhi charged the state government with failing to carry out developmental works due to "administrative ineptitude and misuse of funds".

Addressing UDF's election meetings on the penultimate day of electioneering in Kerala, Gandhi said the state government utterly failed to implement developmental and welfare schemes despite the Centre extending liberal support to the state.

"The problem is not with the people of Kerala, but with the LDF Government. They did not deliver the benefits to the poor," he said, addressing meetings in Palakkad, Idukki and Pathanamthitta.

Speaking in the constituency that has a large number of expatriates in the Gulf and other countries, he said the UPA government would evolve programmes for those returning home after losing jobs due to global recession.

Slamming the BJP, he said the saffron party's policies were "pro-rich" and its political thrust was on "communalisation of society."

It was clear that BJP was not aware of the country's realities when it fought the 2004 elections on the "India Shining" slogan.

"Most of the people did not understand what their slogan was. Most of the people were not shining. Only a few were shining," he said.

Rahul Gandhi charged that the state government failed to take any steps to implement the master plan for the famous Sabarimala temple, located in Pathanamthitta district.

"The state government could not even utilise the central assistance given for Sabarimala development and the action plan for protection of Pampa river," he said.

Speaking at the high range Idukki, rich in cash crops, he accused the state government of creating hurdles in carrying out special farm package for revival of plantations and the setting up of a Spices Park.

On the schemes carried out by the UPA Government for rural population, he said the National Rural Employment Guarantee scheme had been "well-accepted".

"I have been to village after village. In all places, they told me that this is one programme that helped and supported them," he said.

He wanted the people in the state to give a fitting reply to the LDF in the polls for their "indifference" towards people who voted them to power.

He sought their support for prime minister Manmohan Singh and Congress president Sonia Gandhi "to allow them to work for another five years for the poor".
