JAIPUR: Rajasthan governor SK Singh alleged total collapse of law and order in the state during the previous BJP rule as he addressed the newly elected State Assembly during its inaugural session on Saturday amid a walkout by the opposition.

"Instead of curbing crime and terror, the previous government made its own people victim of lathi-goli (sticks and bullets) ...due to its wrong policies violence erupted at various places including Rawala-Ghadsana, Sohela (agitation for water) and other places", Singh alleged during his 50-minute address to the House.

Describing police firing during the prolonged Gujjar agitation and Jaipur serial blasts under the previous regime as "live examples of its incompetence and misrule", Singh went on to talk about graft charges levelled against Raje government and promised that the new Congress regime will provide clean administration.

Earlier, as the governor began to deliver his address, BJP members interrupted it for 11 minutes creating a ruckus in the House over the quota bill concerning Gujjars, SC/ST/OBC and OBC communities.

Alleging that the legislation was stalled as the Governor was not inclined to put his stamp of approval on it, the BJP members staged a walkout as soon as Singh resumed his address.

The Rajasthan governor said the new government would look into allegations of false cases lodged maliciously against people in general and workers of political parties by the previous government.

The new government would take steps to contain terror of land mafia and put an end to exploitation which, he said, was rampant under the previous government in Rajasthan, Singh said in his 50-minute address.

The clause 90 B of the Rajasthan Land Revenue Act, which provides for conversion of agricultural land into urban land, would be reviewed to check land mafia Raj, he said.

Assuring that the Congress government would ensure implementation of welfare schemes and the Sacchar Committee recommendations for minorities, the Governor announced that Haj House, pending for years, would be built in Jaipur.

Disparity in the sixth pay commission of state employees would be corrected and pensioners would be taken care of in next five years, he said.

A new excise policy would be framed to contain alleged illegal liquor trade specially the hooch mafia in the state, he said.

Assuring a fearless society and better governance, he said power generation would be raised from the present 6540 mw to 10,000 mw in the state in the next five years and power connections will be provided to all sc/st localities.

The election of cooperative bodies would also be conducted during the new regime, he said, adding that elite technological and business institutions like IITs, and IIMs would also come up in the state in the next few years.
