Sunderbans piracy a threat to security

KOLKATA: A nexus between Bangladeshi water-pirates and Indian cross-border smugglers in the Sunderbans area of South 24-Parganas helps Harkat-ul-Jihadi-Islami (Huji) activists operating in Bengal’s border districts get hold of Bangladeshi SIMs. This is a major threat to internal security as these SIMs are active 10-12km into the Indian side from Bangladesh border but cannot be traced.

The Bangladeshi water-pirates supply Bangladeshi mobile-SIM cards to the Indians. These, in turn change hands and reach the Harkat-ul-Jihadi-Islami (Huji) activists.

A senior intelligence officer told DNA that the Bangladeshi SIM cards are active 10-12km into the Indian side from Bangladesh, but cannot be traced by the towers. The intelligence branch of the state police recently prepared a report, where it expressed concern.

“We are unable to either locate or tap these phones. Hence, we are unable to have prior information of any insurgency conspiracy being planned through these phones,” the intelligence official said. He said the problem can be solved if no mobile tower exists 15km from the border on either side. “However, since no such agreement exists between India and Bangladesh, the problem remains. The IB requested the state home department to take up the matter with the Union external affairs ministry, so that it takes it up with Bangladesh,” the IB official said.

Explaining the nexus between Bangladeshi water-pirates and Indian smugglers, the IB official said that water pirates mostly work on Indian waters. “Indian smugglers and their agents help by guiding the Bangladeshi pirates to the boats that should be targeted and
the escape routes that they should take,” he said.
