NEW DELHI: Union home minister P Chidambaram is coming prepared to the house on Thursday for his presentation on the internal security scenario. Decentralising the National Security Guards, setting up of a Federal Investigating Agency and bringing a tough anti-terror law in the form of amended National Security Act, 1980 are the key areas he will touch.

It is reliably learnt that Chidambaram has consulted a broad spectrum of leaders, including of the CPI(M), which is opposed to the idea of a federal agency. He had reportedly discussed issues related to internal security with West Bengal chief minister Buddhadeb Bhattacharjee during his visit to Kolkata on Monday.

Hours before the Cabinet Committee on Security met late in the evening to finalise Chidambaram’s statement to be read in Parliament, he confabulated with the chief ministers of Assam, Manipur and Andhra Pradesh, which have been facing different kinds of law and order problems.

Assam chief minister Tarun Gogoi wants Guwahati to be made the NSG’s eastern regional centre as the entire northeast has been witnessing terrorism or insurgency of one form or the other.

Andhra Pradesh chief minister YSR Reddy talked of the naxalite problem in his state and forwarded suggestions to counter the challenge.

Setting up of NSG’s regional or zonal centres could be a precursor to the states raising their own commando forces. However, NSG quarters are against decentralisation of the force. They even say it is “impracticable”. Chidambaram is likely to make a detailed presentation of the plan before both Houses of Parliament this week.
