In a move that may finally put an end to children turning addicts by sniffing whiteners and nail polish removers, the anti-narcotics cell (ANC) of the Mumbai police has made a proposal to include at least 12 more substances in the Narcotic Drugs and Psychotropic Substances (NDPS) Act.

The proposal is likely to be dashed off to the state home department in a couple of weeks. This is the first time ever that such a proposal will be sent to the government.

“We plan to send the proposal to the home department requesting them to include the intoxicating substances,” said Vishwas Nangre Patil, deputy commissioner of police, ANC. If the proposal is implemented, it will lead to crackdown on urchins and beggars who are on a ‘perennial high’ after consuming the drugs, he said.

The new list includes drugs, stationery products and balms, which are used in daily life by people but are also misused by a few youngsters and drug addicts to get a high. Pain relief balms are spread on a slice of bread and eaten by addicts, which gives them an intoxicating effect of a drug. Another name in the list is of Corex cough syrup, which should be consumed in small quantities as prescribed by a medical practitioner but people consume a whole bottle of this medicine for a ‘hallucinating’ effect.

Stationery items like correction fluid, whitener, erasex diluter, Camlin Coverit are also used by drug addicts. These are inhaled by addicts through mouth by applying it on a piece of cloth.

“Many people can be seen misusing these things because they are openly available in the market and also because no legal action can be taken against them if they are caught doing so. If this amendment is made, it will help reduce misuse of these items,” said a senior ANC official, requesting anonymity.
