Congress govt caused financial crisis

PUDUCHERRY: The CPI's local unit has charged the Congress government here with having caused the present financial crisis due to `poor and inefficient planning` and the 'failure' to anticipate actual fiscal needs in the budget.    

Speaking to reporters here, CPI national council member R Viswanathan, MLA, said the previous government had claimed during the budget presentation that they had succeeded in getting Rs 3333 crore for the 2008-2009 fiscal and also got an enhanced outlay of Rs 1750 crore under plan programmes.
  
However, this amount would be insufficient, considering the requirements for various plans and welfare programmes, he said
   
The present government, headed by V Vaithilingam was now realising the insufficiency of funds and propsosed to seek Rs 1000 crore to Rs 1200 crore additionally from the Centre for meeting the expenditure to implement various schemes and to fulfil other financial commitments, he said.
   
The CPI had also been repeatedly urging the government to persuade the centre to write off the loans owed over the years to the Centre under plan programmes. This was not conceded and the burden had now increased for the administration.
  
He said Vaithlingam, who holds the finance portfolio ,should have attended the joint meeting of finance ministers and union territories at Delhi today, convened by the Centre to discuss and finalise a report to be submitted to the 13th Finance Commission.No official was deputed to represent the government
  
If the government succeeded in its efforts to get central aid ranging between Rs 1000 crore and Rs 1200 crore, the CPI would be first party to pat Chief Minister and his colleagues, he said.
