Here is yet another classic example of utter laxity on the part of the Brihanmumbai Municipal Corporation (BMC) in its administration.

The civic body discovered one of its senior doctors had been absconding work for over two years only when it started enquiring about him to hand over his promotion letter! What’s more, the doctor had been getting his salary regularly. 

In November last year, the BMC had wanted to promote Dr Nandkumar Katakdhond of Sion Hospital’s orthopaedic department as associate professor and transfer him to fill up a vacancy in KEM Hospital. It sent his release order to Sion Hospital, only to find out that he had not reported for work for ages. Katakdhond is believed to be serving Apollo Hospital in Bangladesh. He is earning close to Rs3-4 lakh per month, a Sion Hospital official said, requesting anonymity. 

It is not just Katakdhond, Another doctor from his department is also in Bangladesh. Dr Prashant Agrawal has been working for Apollo Hospital for almost four years. Surprisingly, till a few weeks back, he was a front-runner among candidates short-listed by the BMC for promotion.

Working for a private hospital while still on BMC’s rolls is illegal. The two doctors ensured that their jobs at Sion Hospital were secure by visiting the city at least once in a few months, said a source. The private hospital pays them a lot of money, but there is no job security, the source said.

Additional municipal commissioner Dr Kishore Gajbiye confirmed that the two doctors had been absent from work. “We have initiated inquiry against them, and soon disciplinary action will also be taken,” he said. A source said the salaries of the two doctors have been stopped. But the accounts department of Sion Hospital is in a fix as to how the doctors got their salaries despite their absence from work, the source said. An associate professor in the BMC receives a salary ranging between Rs16,000 and Rs22,000.
