Raids reveal plot allotment lottery was rigged

LUCKNOW: Trouble never seems to leave Samajwadi president Mulayam Singh Yadav. After a policeman slapped his brother, Yadav has suffered another blow. This time it is at the hands of the CBI.

On Friday, the premier investigating agency raided two dozen locations across Uttar Pradesh unearthing startling evidence relating to a scam in the allotment of plots in Noida during the Mulayam regime in 2004.  The apex court has already cancelled the Noida allotments

The documents revealed that people close to the then government got premium plots in a lottery which was obviously fixed. The list of allottees includes the kith and kin of top politicians, bureaucrats, judges, journalists and others close to the erstwhile ruling government.

A CBI official told DNA that out of the total 1,250 plots allotted in this manner, about one-third (or close to 400) were given out arbitrarily. Three plots were in the name of two personal secretaries of Yadav and two in the names of SP leader Amar Singh’s PAs.

“The software used by the UP Development Systems Corporation (UPDESCO), which is a government body, for the draw of lots was tampered to benefit the chosen ones,” he added. The CBI team also searched the UPDESCO headquarters in Lucknow and took DS Pathik, its former chairman, into custody. Pathik was heading the organisation when it made the software for the lottery process.

CBI sources said they had come across many “benami” transactions. Six allotments were made to individuals of a Noida-based company whose chairman is close to a top SP leader. Similarly, 13 allotments have been made to people with different form numbers but with the same address and bank accounts.
