Magadh University Pro Vice-Chancellor RP Sharma said on Tuesday the packet went missing while being sent to examiners at Benaras Hindu University, compelling the administration to serve a legal notice on the railways.
The incident cast a shadow on the fate of about 500 examinees of its two engineering colleges, Sharma said.
A formal complaint about the matter was also lodged with the the railway's chief commercial superintendent (claim) and divisional railway manager.
Sharma said the engineering part III examination of 2004 was held at the College of Commerce here on May 5 and the answer books were sent to Varanasi through parcels for delivery to JP Dwivedi of the mechanical engineering department of the Institute of Technology.
The documents available suggested both packets were received at Varanasi junction on May 6 but only one was delivered to Dwivedi on May 10.
Sharma said when reminders failed to yield a response from the railwy authorities; the university administration lodged a complaint with the chief commercial superintendent in Varanasi on August 12 and served a legal notice about the missing packet.
He said the university's examination board had on November 4 constituted a three-member committee to inquire into the matter and submit a report within five days so that a first information report could be lodged against the railways.
"Now the university administration is thinking of giving average marks to the examinees," Sharma said.
