NASHIK: Nashik is taking a step towards e-governance through mobile technology. 'Project Reachout' will enable land records to be updated by sms.
 
"Updating the land records twice a year for the district is a very tedious and time-consuming process. In Nashik district, there are approximately 11 lakh extract records and updating these twice means 22 lakh entries on the computer. M-computing will bring in efficiency by making this updating procedure easy," says S Chokalingam, district collector, Nashik, who is one of the 13 officers selected for the training sessions on mobile technology. The training was conducted by National Institute for Smart Government (NISG) at Hyderabad.
 
The project can be divided into three phases: 1) Updating crop information by Talathis (officers) from the fields; b) Updating mutation entries; and c) 24/7 extract delivery through mobiles.
 
"Presently, we are focusing on updating the land records and crop information," states Chokalingam. The objectives of Project Reachout is to enable Talathis to update land records in an efficient and cost-effective manner. It will also help people get updated land records and provide accurate land-related data to all concerned agencies. In addition, it will help the Revenue Dept to create an effective land management information system (LMIS) and kickstart an M-government.
 
SMS was zeroed upon since it was considered ideal for communicating small amounts of precise information. "Also, I see it as a solution to overcome computer-dependant pending work, which suffers due to long power cuts. What's more, the mobile is more user-friendly as compared to the computer," Chokalingam added.
 
But, how will the system work? Talathis will send SMSs containing updated information about land record data of a particular survey number. Through SMS, the message will be sent as a text file to the Client-Server setup. By running a small application, data in the text file will be used to update the information in the land record of a particular survey number. Talathis in turn will receive a reply confirming the data has been updated.
 
Through this project the government expects to help landholders, increase productivity of Talathis and also augment time and cost effectiveness. The project also aims to increase transparency and better agricultural planning.

NEW DELHI: Babus will soon be going back to school. In a move to give the CEOs and managers of the corporate sector a tough fight, the government is now preparing its own army of managers.
 
The Department of Personnel and Training (DoPT), Ministry of Personnel, Public Grievances and Pensions, has tied up with IIMs to train IAS officers in from the
 
2007-2008 session. IIM Ahmedabad, which has a one-year post-graduate programme in public administration and policies, is gearing up to train the first batch of 25 officers from next year. Other IIMs are also expected to join in later.
 
The course will also give officers lessons on corruption — its means, reasons and ways to stay away from it. With the changing time, the need to train administrators in management was strongly felt. 
 
 The Administrative Reforms Commission (ARC) has also pitched for this and even Prime Minister Manmohan Singh has been in favour of management-oriented training for bureaucrats.
 
It will now be mandatory for IAS officers to attend this course in order to get promotions.
 
Similar Mid-Career Training courses will also be offered by the Lal Bahadur Shastri National Academy of Administration and other institutions between the 14th and 16th year of service and again between the 26th and 28th year of service.
