Programme lays stress on education and economic upliftment
 
NEW DELHI: The UPA government on Thursday decided to recast the 15 Point Programme for the welfare of minorities, formulated 23 years ago by the Rajiv Gandhi Government. The measures approved by the Cabinet primarily deal with issues directly linked to the social, educational and economic upliftment of the minorities.
 
Significantly, the Cabinet also decided to earmark 15 per cent wherever possible to the relevant schemes for the nationally declared minorities and for monitoring its progress. The new programme lays special stress on the prevention and control of communal riots and the rehabilitation of riot victims.
 
The new programme also focuses on the need to improve the living conditions and enhancing the educational opportunities for the minorities. It has also promised to provide equitable Integrated Child Development Services, improving access to School education, allocating greater resources for teaching Urdu and modernising madarsa education.
 
The government has drawn a cautious reaction from the National Minorities Commission. “It is a welcome step in so far as its focus is concerned and also on the question of allocating funds. However what remains to be seen how all this is implemented,” said the Minorities Commission Chairman, Hamid Ansari.
