State medicos may have nothing to fear in quota issue

Not a single seat has yet been pledged by human resources minister Arjun Singh in state-owned institutions towards reservation. This means Maharashtra's medical students have nothing to fear.

As the reservations announced by Singh apply only to central government institutions, the medicos need to worry only if the reservations are extended to the central government’s share in state institutions.

Students, however, have a different take on the issue. Sumedh Hoskote, one of the agitating students, said, “We understand Singh plans to introduce quotas in all central examinations.”

At present, the central share in government institutions is 15 per cent in undergraduate courses and 50 per cent in post-graduate courses, while private institutions don’t have any central quota.

There are 1,008 postgraduate degree and diploma medical seats in government institutions, of which 50 per cent-504 seats-make up the central quota.

If the Centre decides to provide for reservation among these seats, 252 seats would go towards central reservations while another 189 are already reserved for state government quota.

Undergraduate medical seats for the MBBS course in the state government-owned institutions account for 2,060 seats. Here, the central government has a 15 per cent quota, amounting to 309 seats. Of this quota, 154 seats could be reserved.

Effectively therefore, the medicos are agitating for their equal right to 252 post-graduate and 154 undergraduate seats in the state.

A senior government official said, “So far, the Centre has not taken a decision regarding its quota in educational institutions of the states. It would appear medical students are jumping the gun.”

Officials say a 10 per cent reservation for scheduled castes and scheduled tribes in all-India quotas in post-graduate medical colleges is on the cards.

The issue has come up before the Supreme Court in a separate case and the union government has recently assured the apex court that it would provide for this reservation soon.
