NEW DELHI: The Delhi High Court on Monday dismissed an application by Malini Ramani, one of the key witnesses in the Jessica Lal murder case, seeking permission to travel abroad.

Justice Vikramjeet Sen dismissed the application as the appeal proceedings in the case have been taken up in the High Court in which Malini and her mother Bina Ramani are both crucial prosecution witnesses.  Malini, against whom the Delhi Police had issued look-out notices, had sought permission to visit London in connection with an exhibition.

Earlier, the High Court on March 31 had permitted Malini's mother Bina Ramani to visit Phuket in Thailand to attend her niece's wedding. It was in Ramanis' restaurant that Jessica Lal was shot dead eight years ago.

The High Court also directed the Delhi Police to file an application to declare Vikas Gill, one of the accused in the Jessica Lal murder, as a "Proclaimed Offender."

A Division Bench headed by Justice Manmohan Sarin gave the directions following submissions by the Delhi police counsel Mukta Gupta that the accused was not traceable since October 2004.

Gupta told the court that police made several attempts to serve an NBW for his production but Gill could not be traced so far. According to the prosecution, the accused, who was released on bail, had given an undertaking in 1999 that he would not leave the country without prior permission of the court. However, in violation of the bail conditions, Gill fled the country.

Shayan Munshi quizzed

Model-turned-actor Shayan Munshi was on Monday questioned by the Special Investigation Team of the Delhi Police probing the destruction of evidence in the Jessica Lal murder case.

Munshi, who was arrested at the Kolkata Airport on Saturday while trying to leave the country, arrived late on Sunday night after the Delhi Police directed him to join the investigation.

The SIT sleuths have sought an explanation from Munshi for trying to leave the country despite having a lookout circular issued against him.

Before appearing for questioning, Munshi told reporters that he was not aware of any lookout circular issued against him.
