New PCMC budget : No hikes and no frills

Newly appointed PCMC Commissioner Rajiv Jadhav presented Rs. 2106 crore budget for the year 2014-15 which does not propose any new scheme nor it imposes any hike in any of the taxes for the residents of Pimpri-Chinchwad.

The total budget of Rs. 3400 crores which includes Jawaharlal Nehru National Urban Renewal Mission funds along with this budget would be discussed during the next meeting of the standing committee. This was the first budget after the Local Body Tax was introduced which resulted in the size of the budget. Even though it was expected that an income of Rs. 1200 crores would be achieved through LBT, there is a possibility of income to the tune of Rs. 890 crores with a deficit of Rs. 300 crores. That is the reason the commissioner has modified the budget for the last year from Rs. 2217 crores to Rs. 1788 crores.

The commissioner has an estimated Rs. 1050 crores income through LBT which is 49 per cent of the total income. There are 81 thousand new properties which have come up and income is expected from those which would result in an income of Rs. 400 crores from the property tax revenue. In view of the increasing constructions in the city, a revenue of Rs. 355 crores is expected from the building permissions. The other income sources are like water tax, interest on the investments, subsidies as a reson of which the Commissioner has provided for Rs. 882 provisions for the capital expenditure this year.

Jadhav who presented the budget on the backdrop of transfer of erstwhile commissioner Dr Shrikar Pardeshi and the Budget has impressions of Pardeshi. But new commissioner Jadhav changed the tone of the budget speech with a few lighter comments and hinted at reducing the expenditure incurred for running the Corporation. He said, `PCMC or any Corporation should be run like a company and cost of running the Corporation should be reduced. At the same time, we have to embrace new ideas and if needed foreign tours are also needed for which the present provision of Rs. 35 lakhs needs to be increased.'

Commissioner Jadhav would repeat his scheme of providing nutritious pea-nut and jaggery mixed Laddus to girl students in PCMC schools.

Medical facilities to lower income group citizens by providing additional provision for hospitals at Bhosari, Thergaon and for the Jijamata hospital

Ward number 9 would be developed as model ward and a provision of Rs. 5 crores has been made for the same.

The PCMC would set up 10 bio-gas and power generation plants of capacity of five metric tonnes by using garbage.

There would be provision of 486 toilet blocks for the 72 slums with a provision of Rs. 10 crores.
